Paper Abstract:      The use of voice and data communication via mobile devices has increased significantly in recent years. This expansion has been accompanied by some inherent difficulties, such as: steady expansion of system capacity and energy efficiency. With the idea of increasing Green Networks concept, focuses on the attempt to reduce energy and CO² emissions. Thus, this paper proposes to implement a model of a validation policy based on the Markov decision process to optimize energy consumption and quality of service, by allocating users in macrocell and femtocell networks. This model was inserted into the NS-2 simulator, and combined an analytical solution with the characteristic flexibility of the Markov discrete-event simulation.
